There should be 24 general encounter cards, 1 special encounter, and 3 tyrant encounters.
In 40 Days, the designers made the decision to change the "Tipsy Turvy" encounter from a Special Encounter to a General encounter.
Unfortunately, this change was made after the box art had gone to the printers, and we were unable to get it updated in time.
